Our client is seeking highly qualified Experimentation & Operational Analysis (E&A) Technical Analysts to provide advanced technical services to a DoD customer.

These positions support ONR Global leadership by conducting technical analysis, experimentation planning, operational assessments, and analytical decision support activities associated with S&T investments, prototype technologies, and operational capability development.

The Technical Analysts will support experimentation initiatives across multiple scientific and engineering disciplines and provide technical insight into operational effectiveness, technology maturity, and mission applicability. The positions require expertise in experimentation methodologies, operations research, modeling and simulation, and analytical decision-support techniques supporting Navy and Marine Corps operational priorities.


Key Responsibilities

Experimentation Planning & Operational Analysis

  • Develop and support Data Collection and Analysis Plans (DCAPs) for experimentation and operational assessment activities.
  • Conduct operational analysis and experimentation planning supporting ONR Global S&T initiatives.
  • Apply Operations Research methodologies to evaluate operational effectiveness and technology performance.
  • Support Modeling and Simulation activities associated with experimentation and prototype technology assessments.
  • Support Wargaming, Technology Innovation Games (TIG), and other analytical activities to evaluate operational concepts and emerging technologies.
  • Conduct technical analysis supporting government decision-making regarding S&T investments and prototype development initiatives.

Technical Assessment & Reporting

  • Analyze technical data, operational outcomes, and experimentation results to assess capability effectiveness and mission relevance.
  • Develop technical execution reports, analytical summaries, and assessments of S&T portfolio progress.
  • Prepare executive-level briefings, technical reports, and analytical products supporting ONR Global leadership.
  • Update collaboration portals, technical repositories, and reporting systems as required.
  • Support technical coordination activities across government, operational, and research stakeholders.

Stakeholder Coordination & Collaboration

  • Coordinate with ONR Program Officers, ONR Global Science Advisors, operational warfighters, acquisition sponsors, OPNAV representatives, TYCOM stakeholders, and members of the Naval Research & Development Establishment (NR&DE).
  • Provide technically proficient communications supporting experimentation activities, operational assessments, and S&T portfolio initiatives.
  • Support collaborative analysis efforts involving Warfare Centers, Labs, System Commands, and research organizations.
  • Assist leadership in identifying operational priorities, experimentation opportunities, and technology transition pathways.

Minimum Required Qualifications

  • Active Top Secret US Government security clearance at time of contract award.
  • Master’s Degree from an accredited college or university in:
    • Civil Engineering
    • Mechanical Engineering
    • Materials Engineering
    • Industrial Engineering
    • Or closely related engineering or physical sciences discipline.
  • Minimum 10 years of experience supporting Science & Technology development programs.
  • Demonstrated knowledge and experience in:
    • Experimentation Planning
    • Operations Research methodologies
    • Data Collection and Analysis Plans (DCAP)
    • Modeling and Simulation
    • Wargaming
    • Technology Innovation Games (TIG)
    • Analytical methods supporting executive decision-making for S&T investments.
  • Experience producing technical execution reports and documenting technical progress of S&T portfolios.
  • Experience updating collaboration sites, technical repositories, and analytical reporting systems.
  • Strong analytical, technical writing, and executive communication skills.

    • ONR organizational structure
    • Roles of ONR Program Officers
    • Roles of Science Advisors
    • Navy S&T technology development and transition processes.
  • Experience supporting Navy experimentation, operational assessment, or advanced technology evaluation programs.
  • Experience supporting RDT&E, operational analysis, or defense innovation initiatives.
  • Familiarity with Warfare Centers, Naval Labs, SYSCOMs, and UARC environments.
