A Senior Counterintelligence (CI) Planner is needed to support the development, implementation, and enhancement of a comprehensive Counterintelligence (CI) program for national security operations in Washington, DC. This full-time role focuses on strategic CI planning, intelligence risk management, operational framework development, and ensuring policy compliance. The ideal candidate will have extensive experience in counterintelligence, intelligence planning, risk mitigation, policy development, and organizational design within government organizations.

Key Responsibilities

  • Lead strategic counterintelligence planning efforts to establish and enhance a comprehensive CI program.
  • Conduct comprehensive gap analyses to identify deficiencies in personnel, processes, and policies within the CI framework.
  • Develop and refine counterintelligence strategies, operational frameworks, and program roadmaps.
  • Collaborate with CI stakeholders to define long-term objectives and planning priorities.
  • Develop detailed Plans of Action and Milestones (POA&Ms) to drive CI program development and corrective actions.
  • Assess organizational structures and staffing models to optimize CI program effectiveness.
  • Evaluate CI policies and procedures for compliance with national security regulations and best practices.
  • Provide strategic recommendations to strengthen CI capabilities and mitigate counterintelligence risks.
  • Implement process improvements and coordinate CI-specific training programs to enhance intelligence capabilities.
  • Prepare CI-focused reports, briefings, and presentations for senior leadership and government stakeholders.

Required Qualifications

  • Education: Bachelor’s degree in Intelligence, Security Studies, Criminal Justice, or a related field (experience may substitute for education on a 1:1 basis).
  • Experience: 8–10 years of experience in counterintelligence, intelligence operations, or strategic intelligence planning.
  • Strong understanding of counterintelligence principles, operational risk management, and policy compliance.
  • Familiarity with government CI policies, classification guidelines, and intelligence reporting procedures.
  • Experience in risk assessment, strategic planning, and counterintelligence program development.
  • Must be a U.S. Citizen with an active Top-Secret clearance and be able to pass a DHS suitability assessment.

Preferred Qualifications

  • Master’s degree in a relevant field.
  • Certifications in counterintelligence, security management, or strategic intelligence analysis.
  • Experience supporting federal government or military intelligence agencies.
  • Knowledge of counterintelligence policy frameworks, including DoD, IC, and DHS regulations.
  • Lean Six Sigma and Agile certifications.

Work Schedule

  • This is a full-time, on-site position in Washington, DC, with the possibility of a hybrid schedule (three days in-office and two days remote per week).
