We are seeking a strategic and detail-oriented Business Development / Capture Manager to support and expand our GSA Multiple Award Schedule (MAS) pipeline. This role is responsible for identifying, qualifying, and positioning the company for MAS-based task order opportunities while maintaining accurate pipeline data and driving win strategies.
The ideal candidate understands how agencies buy through MAS, can proactively shape opportunities before solicitation release, and can lead internal teams to develop competitive, compliant solutions.
Key Responsibilities
- Maintain and manage the GSA MAS opportunity pipeline, ensuring data accuracy, completeness, and timeliness
- Generate reports and insights for Business Development leadership and program stakeholders
- Conduct outreach to Government Contracting Officers and Contracting Specialists to validate opportunity data (RFIs, Sources Sought, RFQs, acquisition strategies, timelines, etc.)
- Monitor federal procurement platforms (e.g., SAM.gov, eBuy, agency forecasts) to identify MAS task order opportunities
- Track and qualify opportunities specifically aligned to GSA MAS contract vehicles and SINs
- Collect and analyze business intelligence, including customer requirements, buying patterns, and competitor positioning within MAS
- Perform internal capability assessments to align company offerings with MAS opportunities and identify gaps
- Develop and execute capture strategies for MAS task orders, including pricing strategies, teaming, and differentiation within schedule constraints
- Lead opportunity reviews and bid/no-bid decisions
- Collaborate across technical, pricing, contracts, and proposal teams to develop compliant and competitive MAS responses
- Supervise and mentor a team of up to 5 Business Development Analysts
Minimum Qualifications
- Active Secret Security Clearance (required)
- Bachelor’s degree (BS/BA) in a scientific, mathematics, engineering, biology, medical, or related field
- Military veteran strongly preferred
Preferred Qualifications
- 5–10+ years of experience in federal business development, capture, or MAS schedule management
- Direct experience working with GSA MAS (Multiple Award Schedule), including eBuy and SIN alignment
- Strong understanding of MAS ordering procedures
- Experience shaping opportunities prior to RFQ release and influencing acquisition strategy
- Proven ability to develop winning strategies within price-competitive, streamlined MAS environments
- Experience managing pipelines and CRM tools (e.g., Salesforce, GovWin)
- Strong leadership, analytical, and communication skills
