Our client is seeking an Army Training and Leader Development Guidance and Strategy Lead to support a customer in Arlington, VA.

The Army Training and Leader Development Guidance and Strategy Lead will report directly to the Policy, Strategy, and Futures Division Chief. The primary responsibility of this role is to act as a Strategy and Policy Integrator, synchronizing and integrating strategy and policy development actions across the Training Directorate to draft, staff, write, and revise key strategy and policy documents, including the Army Training and Leader Development Strategy (ATLDS). This position involves planning, coordinating, and conducting training and leader development program management, as well as providing comprehensive support to the Division.

Key Responsibilities:

  • Strategy and Policy Integration: Synchronize and integrate strategy and policy development actions throughout the Training Directorate in collaboration with the Division Chief.
  • Document Preparation: Draft, staff, write, and revise strategy and policy documents such as the ATLDS and similar products.
  • Strategic Communications: Develop strategic talking points and narratives for public engagements; establish Operational Planning Teams (OPTs) for developing leader development products and messaging.
  • Review and Revision Support: Assist in reviewing and revising Army doctrine, policies, and regulations related to strategy and policy impacting Army training.
  • Coordination of Science and Technology Efforts: Integrate Army science and technology efforts with the Army Training Strategy and other policy priorities.
  • Training Directorate Contributions: Lead efforts to review, revise, and update contributions to “How the Army Runs” and similar products.
  • Meeting Documentation: Perform lead scribe duties, including organizing scribe teams and producing Executive Summaries and official Minutes for TGOSC.
  • Staffing Support: Provide analysis and support for staffing Army and Joint strategy and policy efforts impacting training and leader development.
  • Executive Summaries and Briefings: Prepare executive summaries, information papers, plans, briefings, and correspondence as required.
  • Directorate Support: Support the Director of Training's input to various research projects and studies.
  • Task Management: Manage staffing requirements for directorate-wide unclassified and classified tasks, including assigning tasks, managing suspenses, and preparing updates for SES/GO level tasks.
  • Communication Skills: Exhibit expert-level written and verbal communication skills to facilitate collaboration with ARSTAF agencies, the Army, DoD senior leadership, Congress, and external parties.

Qualifications:

  • Mastery-level knowledge of ODCS, G-3/5/7, and HQDA staff action procedures.
  • Proficient in using Microsoft Office Suite (Word, Excel, Access, PowerPoint, Internet Explorer, Outlook).
  • Skilled in using various office automation tools and software applications.
  • Expert-level written and verbal communication skills.

Conditions of Employment:

  • Must possess a minimum of a SECRET security clearance.
  • Required to travel temporarily (TDY) for approximately 10% of the position’s time.
