We are seeking an experienced Capture Manager / Business Development Lead to drive growth within the Centers for Medicare & Medicaid Services (CMS) portfolio. This role is responsible for identifying, qualifying, shaping, and capturing CMS opportunities.
The ideal candidate understands CMS procurement behavior, can position opportunities prior to release on eBuy, and can lead cross-functional teams to develop competitive, compliant, and price-effective solutions in a highly competitive federal marketplace.
Key Responsibilities
- Maintain and manage the CMS opportunity pipeline, ensuring data accuracy, timeliness, and completeness; provide regular reporting and insights to Business Development leadership
- Identify, track, and qualify CMS opportunities, including RFIs, Sources Sought, and RFQs
- Conduct proactive outreach to CMS Contracting Officers, Contract Specialists, and Program Offices to validate requirements, acquisition strategies, and procurement timelines
- Monitor and analyze federal procurement platforms (e.g., SAM.gov, GSA eBuy, CMS acquisition forecasts) to identify early-stage opportunities and demand signals
- Collect and synthesize business intelligence, including customer priorities, incumbent performance, and competitor positioning.
- Perform internal capability assessments to align company strengths with CMS mission needs and identify gaps or teaming requirements
- Develop and execute capture strategies for CMS opportunities, including win themes, pricing strategies, and teaming approaches
- Lead opportunity reviews and bid/no-bid decisions, focusing on winnability and strategic alignment
- Collaborate across technical, pricing, contracts, and proposal teams to develop compliant, competitive task order responses
- Ensure all solutions align with contract scope, SIN structure, and pricing constraints
- Supervise and mentor a team of up to 5 Business Development Analysts, driving accountability, pipeline discipline, and high-quality market intelligence
Minimum Qualifications
- Active Secret Security Clearance (required)
- Bachelor’s degree (BS/BA) in a scientific, mathematics, engineering, biology, medical, or related field
- Military veteran status preferred
Preferred Qualifications
- 5–10+ years of experience in federal business development, capture management, or CMS-focused growth roles
- Direct experience supporting or winning work with CMS (Centers for Medicare & Medicaid Services)
- Strong experience with GSA MAS (Multiple Award Schedule), including eBuy and SIN alignment
- Proven ability to shape opportunities prior to RFQ release and influence acquisition strategies
- Experience developing competitive strategies in price-sensitive, LPTA or best-value.
- Familiarity with CRM and pipeline tools (e.g., Salesforce, GovWin)
- Strong leadership, analytical, and communication skills
